Over 20 years ago, my brother-in-law worked for a national surety company and told me about an opportunity to open a bail bond office on a piece of property I had across the street from the local jail. After some due diligence, I decided to build the bond office and lease it to an agency, which became my introduction to how the bail industry operates and why I started Shadowtrack®.

The cost of a $10,000 bond for a defendant is about 10% which is $1,000. After paying the insurance premiums, the agent's commission, and the overhead, that leaves very little leftover, and if the defendant fails to appear in court, you are responsible for the total amount of the bond! This did not seem like a sound business practice to me. In fact, the more successful you are, the more liability you have.

I started asking; what do bonding companies do to ensure the defendants show up for court? I found out that very few tools were available at that time to help with this concern. The world was just learning about GPS. It was costly, and the technology had not been perfected yet. After a great deal of market research, I started Shadowtrack®.

We started off with a single service that could identify a person’s voice and location using sophisticated biometrics technology through landline telephones. Through direct interaction with defendants, offenders, agencies, and courts, I began to see the need for technology that could evolve to fit the needs of the professionals in community corrections. Since that time, Shadowtrack® has grown to offer over 18 services specific to community corrections including, facial recognition, active GPS tracking, automated self-reporting, custom notifications, video conferencing, live chat, interactive voice mail, payment collections, and much more.
